to starting Stern Consulting in 2008, Spencer led the Public Sector
Practice of Chicago Office at Baker Tilly/Virchow, Krause. Previously,
while working at Motorola, he initiated the company's Public Sector
3-1-1/CRM consulting practice, which focused on delivering Business
Process Re-Engineering (BPR), Change Management, and Return on Investment
(ROI) studies for clients. Spencer was also a founding partner of
Market Strategy Group, LLC, a boutique management consulting company
based in Chicago, where he led their Public Sector practice.

and private clients since 1991, including AT&T, Verizon, Microsoft,
Accenture, Lucent Technologies, NEC, Hewlett-Packard, City of Chicago,
City of Baltimore, City of Chattanooga, City of Carlsbad, CA, and
Waukesha County, WI.
Spencer holds a BS in accounting from the University of Illinois
and an MBA in corporate finance and strategic management from The
Wharton School of Business. He is also a CPA and a Six Sigma Certified
HUY NGUYEN specializes in IT market research and assisting local governments in the evaluation and acquisition of enterprise software solutions. He possesses substantial knowledge in the areas of financial management, purchasing, personnel administration, payroll, tax administration, and student administration functions.
Huy has lead and managed a number of technology procurement consulting projects, including Fairfax County, VA; City of Newport, RI; Montgomery County, MD; Polk County, IA; City and County of San Francisco, CA; City of Des Moines, IA; and Leon County School District, FL. These consultations involved Mr. Huy in the areas of Needs Assessment/Business Case Analysis, RFP/Business Requirements Development, Business Process Mapping, Proposal Assessment, and Market Research. He has experience with a wide spectrum of commercial Enterprise Resource Planning (ERP) systems, such as Tyler, SunGard Bi-Tech, Lawson, Oracle, and SAP.
Mr. Nguyen received his B.A. in Economics from the University of Illinois at Urbana-Champaign and his Masters of Public Administration (MPA) degree from the University of Illinois at Chicago. Mr. Nguyen also contributes to industry publications, including "Beyond ROI: A New Framework for Measuring the Value of Technology Investments" in the Government Finance Review and "Planning and Evaluating Technology Investments" a chapter in GFOA's book, Capital Project: Planning and Evaluation.
Vice President - Business Development
SHAUN YUNT manages the 3-1-1 program for the City of Tempe, Arizona. He has managed the program since inception in 2010, including all aspects of call center development. He led the process of change management throughout the city as each workgroup transitioned inbound calls to Tempe 3-1-1. His familiarity with process redesign helped improved workflow efficiency for the transitioning workgroups by leveraging technology based solutions. He also managed the implementation of a smartphone application for residents that improves accessibly for constituents while seamlessly integrating with the CRM system on the backend. In addition, he oversaw the rollout of a mobile app for staff to enable real-time work dissemination in the field. All of these elements combine to deliver an elite level of customer service for Tempe residents.
Previously Shaun worked for the State of Arizona Office of the Auditor General as a performance auditor. He performed in-depth evaluation of the effectiveness of programs in state agencies. His focus was process analysis and redesign, yielding pragmatic recommendations to ensure that state agencies manage resources in an effective, economical, and efficient manner.
Shaun Yunt holds a BS in Supply Chain Management from the W.P. Carey School of Business and a Masters of Public Administration from Arizona State University.
Adult Education Consultant
CAROLE DAVENPORT is Stern Consulting's Adult Education Consultant.
Carole has 23 years' experience in curriculum development, training facilitation,
and project management. In her consultancy she has performed curriculum development
and train-the-trainer work for Allstate, UL, Webmaster Inc.,McDonald's and the City of Evanston, IL.
During 2011 Carole managed a cross-functional team at the City of Evanston that planned, developed
and implemented a 311 non-emergency call center from scratch and under very tight time constraints
(eleven months.) The project was completed on time and on budget. The 311 Center was fully
functional at implementation and has continued to positively impact the city's customer service. During
that implementation, she also developed and delivered staff training (78 participants) on the 311
Center's software, business procedures, customer service, and team development.
Carole holds a BA in Applied Behavioral Sciences and an MA in Adult Education, both from National Louis
University. Participation in continuing education workshops has contributed to her knowledge and skill
development. Some continuing education activities include:

Dr. Julius Menacker
Director of Quality Assurance
JULIUS MENACKER retired as Professor Emeritus of Education
after serving 33 years at the University of Illinois at Chicago (UIC).
His activities included being author/co-author of seven books and
over 50 journal articles, a summer Fulbright appointment to Germany,
and U.S. Information Agency speaker at conferences sponsored by American
embassies in Europe and Asia. His administrative experience at UIC
included Associate Director of Admissions and Records, Education Policy
Studies Department Chairperson, and Interim Dean of the College of
Website Manager and Social Media Coordinator
JIMMYE AHN is Stern Consulting's Website Manager and Social
Media Coordinator. With a background as a marketer and proposal writer for a global real estate firm and the head of operations at a Chicago-based startup, Jimmye is passionate about building teams and fostering growth for companies in the private and public sectors.
